Competitive Electricity Market

Under Maine law, an entity must be licensed by the Maine Public Utilities Commission (MPUC) before marketing or selling electricity at retail, or acting as a broker or aggregator.

Business transactions between Maine utilities and competitive electricity providers will generally be performed electronically. Electronic business transactions (EBT) will include:

  • usage information for prospective customers to suppliers
  • customer enrollments with suppliers
  • monthly enrolled customer usage and billing information for suppliers.

In order to sell electricity to retail customers in Maine, competitive electricity providers will need to execute a Competitive Electricity Provider Contract with the appropriate transmission & distribution utility and satisfactorily complete Electronic Business Transaction (EBT) and Electronic Data Interchange (EDI) testing requirements.
